"Although concrete receives equal considersation," is bogus. Its easy to specify and the road can be done 2 or 3 more times in  in a generation while concrete will last 2 generations. It used to be called "planned obsolesence" in the auto trade. With the price of a foreign barrel of oil having risen high into the skys, the cost of concrete is comparable, but that won't stop your town from doing the same thing over again and expecting that the "pot hole problem is solved" (wink!). Do it right the first time, do it in concrete so you can save your maintenance money for more important things.
